V & Ti Utilization Project Completed in Panzhihua Xichang Base

A ceremony in celebration of the successful completion of comprehensive vanadium & titanium utilization project was hold in Panzhihua Steel Xichang base on Dec. 22nd, 2011.
As a key resource exploitation project of Panzhihua and Xichang region, it is of great significance for industrial structure optimization in Sichuan province.
The project consists of leading vanadium extraction line, vanadium product line, slab caster and hot rolling mill, and is implemented with energy-saving & environmental protection technologies such as fully-closed stockyard, fully-desulfurized sintering, power generation by surplus gas and recycling of process effluent. It is expected to produce 160,000t vanadium slag, 18,800t vanadium product, 4.00Mt iron, 3.90Mt steel and 3.80Mt slabs when the full designed capacity is reached. Main products are intended for high-grade pipe lines, high strength structure, premium automobile exterior body panel and home appliances.
CISDI provided the feasibility study and preliminary design for the entire project, and built the stockyard, ironmaking plant, steelmaking plant, rolling mill and gas holder on EPC basis. CISDI also took responsibility for the general layout, piping design and general management.
CISDI was contracted in late 2009 and early 2010 to supply ironmaking plant, steelmaking plant, rolling mill and gas holder. The 150,000m3 COG holder started up on Oct. 16th, 2011, the 300,000m3 BFG holder started up on Dec. 4th, 2011, and 120,000m3 LDG holder is now ready for start-up. The three gas holders were handed over on Nov. 18th. Coal receiving system, coal supply system, ore receiving system and ore supply system for stockyard started operation since late June; BF#1 was blown-in on Dec. 5th and tapped on 6th. Vanadium extraction converter #1 and LF#1 were commissioned on Dec. 9th. Converter #1 was started up in Dec., 2,050mm hot rolling line was commissioned on Dec. 19th and #2 skin-passing & coil-dividing line on Dec. 29th. 179m of the tunnel from main plant area to metallurgical slag yard (the first tunnel built by CISDI on EPC basis) has been completed, accounting for 46% of the total quantity of works.
